Northern Neck Insurance Company and Frederick Mutual Insurance Company Receive Regulatory Approval for Strategic Affiliation

Irvington, VA, and Frederick, MD – December 11, 2025 – The Maryland Insurance Administration has approved the strategic affiliation between Northern Neck Insurance Company (NNINS) and Frederick Mutual Insurance Company (FMIC), effective December 9, 2025. This milestone marks the beginning of a new collaboration between two historic mutual insurers, combining their strengths to deliver greater value to policyholders, agents, and communities across the Mid-Atlantic.

With a combined 312 years of service, Northern Neck Insurance Company (rated A- by AM Best) and Frederick Mutual Insurance Company (rated A, Exceptional by Demotech, Inc.) are joining forces to build a dynamic regional carrier. Their complementary products in personal and commercial lines allow the organizations to offer tailored coverages, responsive local support, and a member-first approach to clients across Virginia, Maryland, Pennsylvania, Delaware, District of Columbia, and North Carolina.

The combined organization will support over 450 independent agency locations with a competitive portfolio, personalized service, and a unified commitment to long-term growth and profitability. Peter Cammarata, President & CEO of Northern Neck Insurance Company, will also assume leadership of Frederick Mutual as President & CEO. Governance of the affiliated companies will be overseen by the NNINS Board of Directors, with NNINS appointing the current members of its Board of Directors as Directors of the Frederick Mutual companies. “This affiliation is all about delivering more support, better solutions, and truly local expertise to independent agents and our members,” said Cammarata. “As companies with longstanding commitments to the mutual structure, Northern Neck and Frederick Mutual are driven by genuine relationships with the agents and members we serve. Together, our vision is to combine the benefits of mutuality with the scale and agility needed to compete in today’s marketplace.”

Nancy Newmister, the current CEO of Frederick Mutual, will serve as a Strategic Advisor to facilitate the transition. “This affiliation brings exciting opportunities to strengthen the Frederick Mutual brand by expanding our capabilities while preserving our identity,” said Newmister. “It allows us to deliver even more value to our policyholders and agents, backed by a broader network and deeper resources.”

The companies plan to integrate shared support services, although the companies will retain separate names, brands, and headquarters. Policyholder services for both companies will not be impacted. Frederick Mutual headquarters will remain in Frederick, MD, where it has served the community since 1843. Northern Neck Insurance Company will continue operations from Irvington, VA, celebrating its 130th anniversary in 2026.
